Millburn West School

Millburn West School, serving 800 students, was occupied in August of 2005 and constructed on a 20-acre site adjacent to an improved public park. Additionally, the site was bordered on two sides by relatively high density residential developments and bisected by an intermittent stream with both wetlands and associated floodplain.

EEA was retained in January of 2004 to initiate consulting services on the site. Because of the extremely tight 18-month timeline in which to design, permit, bid, and construct the new school.

To expedite regulatory reviews, EEA worked with the architect and owner to develop a master site plan that could be implemented and permitted in three phases with three separate bid packages. To have the foundation under construction as soon as possible, the first phase secured permits for the building pad, which was placed in a location outside the floodplain and wetlands.

As part of the project progression, it was identified the athletic fields would be on the opposite side of the floodplain and wetlands from the school building. Because the permitting associated with impacting the floodplain and wetlands would have the longest review time, an additional bid package was prepared to address these improvements.

Due to careful coordination with local agencies and county officials, all construction and improvements were completed in the fall of 2005, and the school was able to open on time and with the project completed on budget.
